Overview
America's response to domestic disasters has changed drastically since September 11, 2001. The Secretary of Homeland Security was directed in Homeland Security Presidential Directive No. 5 to develop the National Incident Management System (NIMS) in order to provide 'a consistent, nationwide approach to domestic incident management.' The NIMS prescribes the use of the Incident Command System (ICS).
Functional position courses are available to help qualify individuals for their role on Incident Management Teams and help them succeed within their functional position and the ICS structure. We instruct only approved and available DHS and NWCG ICS position courses. Our instructors have Type 1 and 2 experience in any functional course they instruct.
Position courses we instruct:
Command
Operation Section
Planning Section

Finance and Administration Section
OQA's courses are interactive and based on real-world experience. They meet all of the requirements of the NIMS National Curricula and provide clients with proven methods and tools for success. Each position course provides a learning environment that helps students understand and be able to apply the knowledge, skills and abilities to function within specific ICS positions. Many of our Associates have helped develop and revise the courses over the years. The instructors from OQA only instruct position courses that they are qualified to perform.
