America’s response to domestic disasters has changed drastically since September 11, 2001. The Secretary of Homeland Security was directed in Homeland Security Presidential Directive No. 5 to develop the National Incident Management System (NIMS) in order to provide 'a consistent, nationwide approach to domestic incident management.' The NIMS prescribes the use of the Incident Command System (ICS).
National curricula for ICS has been developed as part of NIMS. OQA Associates have participated in the development of these curricula and have both field and teaching experience with all of the NIMS and ICS related courses.
OQA offers the National Curriculum for ICS which includes a progression of courses related to incident management using the Incident Command System. They are:
ICS Orientation (I-100).
This course identifies requirements to use ICS, three purposes of ICS and common incident tasks.
ICS for Single Resources and Initial Action Incidents (I-200).
This course describes the chain of command and formal communication relationships, identifies common leadership responsibilities, describes span of control and modular development and describes the use of position titles.
Intermediate ICS for Expanding Incidents for Operational Responders (I-300).
This course targets individuals who are expected to perform in a supervisory or tactical level management role at an incident or event.
Advanced ICS for Command and General Staffs, Complex Incidents, and MACS for Operational First Responders (I-400).
This course is specific to personnel who will be serving as: Command or General Staff in an ICS Organization, selected department heads with multi-Agency Coordination Systems responsibilities, Area Commanders, emergency managers, and Multi-Agency Coordination System/Emergency Coordination Center Managers.
NIMS Awareness Course (IS-700)
This course is an entry level course providing an overview of NIMS. It covers the basics such as concepts and principles of NIMS, the Multi Agency Coordination system, Incident Command and Area Command, Joint Information Centers, resource management, common communications, and the NIMS Integration Center.
