Advanced Training Emergency Services Organizational Development, Leadership, Plans and Reviews Overview
America's response to domestic disasters has changed drastically since September 11, 2001. The Secretary of Homeland Security was directed in Homeland Security Presidential Directive No. 5 to develop the National Incident Management System (NIMS) in order to provide 'a consistent, nationwide approach to domestic incident management.' The NIMS prescribes the use of the Incident Command System (ICS). National curricula for ICS have been developed as part of NIMS.
The National Curriculum for ICS includes advanced courses related to incident management using the Incident Command System. These Courses are:
Multi-Agency Coordination System (MAC Group M-480)
This course provides a common integrated system for the coordination of resources and support to emergency operations.
It is designed to train and orient potential Multi- Agency Coordinating (MAC) Group members and MAC Group Coordinators. It provides the students a working knowledge of the MAC Group's roles, responsibilities, activities and support systems.
ICS Overview for Executives/Senior Officials (Agency Administrators) (ICS-402)
The course is designed to help Agency Administrators understand their responsibilities and roles within the ICS and the NIMS Coordination System and under basic ICS.
NIMS Multiagency Coordination Systems (IS-701)
Provides information and responsibilities of the different organizations associated with the NIMS Coordination System.
ICS/EOC Interface (G 191)
The standard FEMA course provides an overview of all the components, roles and relations of the Coordination and the interface with ICS responders and IMTs.
Followership to Leadership (L-280)
L-280 is an introductory leadership course designed as a self-assessment opportunity for individuals preparing to step into a leadership role in an ICS position.
Subject areas include leadership's values and principles, transitional challenges for leaders, situational leadership, team building, character and ethics and ethical decision-making.
Incident Leadership (L-381)
The training experience provides leaders of Divisions, Groups and Type 3 IMTs with the leadership tools to effectively exert command and control over a quickly assembled team in a time constrained and rapidly changing incident environment.
Beyond a set of tools and techniques, this training experience is designed to make an emotional and lasting impact. The course enhances understanding of the human dimension when leading others in high stress work environments by utilizing techniques that engage students in ways that challenge them to realistically perform under high-stress situations. The students are motivated to examine their strengths and weaknesses as a leader.
ICS Planning P
A one day interactive course for IMT responders who are involved with the ICS Planning process. The exercise and example used for the hands-on planning process can be tailored to the agencies needs.
Facilitative Instructor (M-410)
Facilitative Instructor is a course designed by the National Wildfire Coordinating Group (NWCG) to help personnel with technical competence in emergency management and other disciplines become effective instructors.
The purpose of this course is to train potential instructors to prepare for and present courses using more effective training methods. This course is designed to improve training quality by presenting methods and practices of instruction with emphasis on student-orientated adult teaching techniques.
Results
These courses, studies, reviews and plans improve team dynamics, leadership, planning and decision making related to managing complex incidents.
