Bill Campbell retired as Chief of the New York State Incident Management Team (IMT) program for the NYS Division of Homeland Security & Emergency Services (DHSES) Office of Emergency Management. He spent many years working in the Training & Exercise Section of the State Emergency Management Office, the last seven years as the Director of Training and Exercises. He has more than 40 years’ experience in the emergency services, emergency management more recently incident management.
As Chief of the New York State IMT program, Bill was instrumental in the initial development of the New York State All Hazards Incident Management Team (AHIMT), officially recognized in May 2004. Additionally, Bill was a member of the Rocky Mountain Type 2 IMT (Blue Team) for 10 years, as a nationally qualified Type 2 Planning Section Chief and as a Liaison Officer.
Bill is a lead instructor for NWCG and FEMA-EMI Incident Command System courses and FEMA-EMI approved instructor for the following All Hazards ICS Position Specific Courses: Liaison Officer, Planning Section Chief; Resource Unit Leader, Operations Section Chief; Division/Group Supervisor and Strike Team/Task Force Leader as well as the US Fire Administration’s O-305 AHIMT Introduction Course and a curriculum developer and initial instructor for the new R-325 National Tier Assessment Exercise. Bill has delivered training courses throughoutNew York State and presented at several national conferences.
Bill has responded to many major/complex incidents during his career including the crash of TWA Flight 800, the 1998 North Country Ice Storm, an F-3 tornado in Saratoga County, the September 11th terrorist attacks and Hurricanes Irene and Sandy in 2011 and 2012. He also responded with his IMT to national disasters including Hurricanes Frances and Ivan in Florida, Hurricane Katrina in Mississippi, Hurricane Gustav in Louisiana, Hurricane Harvey in Texas, an EF-4 tornado in western Kentucky, major flooding in North Dakota and South Dakota and wildfires in Colorado, Wyoming, Nebraska, South Dakota, Oregon and Washington.
Bill spent nearly 25 years as an EMT and Paramedic with several EMS agencies.
