William J. 'Bill' Pierce is a 38 year veteran of the National Park Service and has been a ranger and manager in 15 Parks from Alaska to Florida. He was superintendent at five of those Parks and he was the Alaska Regional Representative to Congress and the Department of the Interior in Washington, D.C. for three years. His assignments included positions as Chief of Resources Management at Point Reyes National Park, Chief Ranger at Olympic National Park, Fire Management at Everglades National Park, Supervisory Ranger at Glacier, Shenandoah and Great Smoky Mountains National Parks. Four of the Parks, Redwood National Park and State Parks in California, Lake Clark and Katmai National Parks in Alaska and, Glen Canyon National Recreation Area in Utah and Arizona, Bill worked in the capacity of a senior manager dealing with complex, large areas with large staffs and budgets. Bill also wrote legislation and regulations for the Parks in Alaska. Testified before Congress and served on the National Fire Plan development team with the Western Governor's Task Force.
Bill was a Type 1 Incident Commander, Operations Chief and Planning Chief on several national and regional teams over a period of 15 years. Incidents he managed included numerous wildfires, such as the Yellowstone fires of 1988; all-risk incidents such as the earthquake in Mexico City; Hurricanes Andrew and Katrina; special events with Presidential visits - the 50th anniversary at Mt. Rushmore and at Pearl Harbor.
Bill has extensive experience as an instructor in the Incident Command System, Law Enforcement, Wildland Fire, All-Risk Management, Leadership, Team Work, Supervision and Safety. He has instructed at the Law Enforcement Academies for Wyoming, Montana and Virginia; the National Academy for the National Park Service, and the National Interagency Academy for Incident Management. He has instructed at the Federal Executive Institute for classes of SES candidates.
Bill has a BS in Conservation of Natural Resources from the University of Maryland and has extensive training in Criminal Justice, Incident Management, Emergency Medical Services, Search and Rescue and Wildland Fire from several other institutions. He is a published writer with numerous articles on All-Risk Management and has been a featured presenter at several National conferences.
