Cliff retired from the National Park Service after 36 years. Prior to becoming a ranger he was a police officer and then held positions of District Ranger, Chief Ranger, Regional Resource Management Specialist, Regional Fire Management Officer, and Regional Aviation Officer. Over three decades of leadership in a wide range of government and private sector incident management activities, including as Incident Commander, Safety Officer, Liaison Officer, general staff positions with type I/II IMTs, and as MAC Group Coordinator and as an aviation specialist with National Area Command Teams.
Experienced in inter-governmental coordination; public policy development and implementation; planning and delivery of a broad range of public services. SME in ICS curriculum development and nationally recognized lead instructor for NWCG and EMI certified ICS and position skill courses in command, operations, logistics, and plans. Experienced in exercise design and facilitation. Instructor certifications from the USDI, NWCG, FBI, Federal Aviation Administration, several state emergency management offices, several colleges, and DHS-FEMA.
