Joe Stutler

Joe Stutler spent thirty five years with the US Forest Service. Since  leaving federal service, he worked for Northtree Fire International, a  private wildland fire company and served as County Forester for  Deschutes County for eight years. He has held positions of hotshot, smokejumper, district and forest fire management officer, district  ranger, law enforcement officer and regional fire operations specialist  for both California and the Pacific Northwest Forest Service  regions. Joe has served ten years as a single resource, thirty three years as Type I and II Incident Commander and command and general staff and six years as a member of National Area Command Teams. In addition to wildland fire assignments, he has managed all-hazard assignments such  as the World Trade Center, numerous earthquakes and floods, hurricanes,  the Olympic games, and many law enforcement activities such as Rainbow Family gathering, The Campaign Against Marijuana Planting (CAMP) and  Hell's Angels gatherings. He currently fills Command and General  positions on Type 1 IMTs and Area Command teams.


Joe has thirty  years instructor for NWCG, and NFA courses outlined as: Advanced  Incident Management and Area Command; Command and General staff;  Advanced Fire Management, Advanced Incident Leadership for Agency  Administrators, C&G for Local IMT's ; Instructor and Course  Coordinator for Multi Agency Coordination Groups. Instructor for I-100  through I-400, L-280-380, ICS for Executives and ICS position courses in  Command, Operations, Planning and Logistics, exercise design and  facilitation. Member of the National Smokejumper Association, member and  past Board of Director, International Association of Fire Chiefs,  member and Board of Director for Wildland Fire Policy Committee, AHIMT  Association, National Wildfire Suppression Association and the National Emergency Management Association.

  • Numerous task assignments for working teams of National Wildfire Coordination Group
  • Member and Chair of the PNW Operations Working Team, and the Geographic Board for the National IMT for the PNW
  • Past Chairperson and current member of the National Type 1 Incident Commander/Area Commander Council
  • Board member of the IAFC Wildland Fire Policy Committee
  • Chair of the Western Region Steering Committee for the National Wildland Fire Cohesive Strategy
  • Member of the Federal Wildland Fire Management Policy and Program Reviews
  • Chair of Project Wildfire in Deschutes County and vice-Chair of the Central Oregon Fire Chief's Association
  • Member of the National Incident Management Organizational Study


Joe has an associate degree in Forestry and degree in Forestry Natural  Resource Management from Cal Poly, graduated from the Federal Law  Enforcement Academy and completed Advanced Facilitation, Team Building,  Common Ground, Conflict Resolution courses from Interaction Associates  in San Francisco, CA.
